It reads like a portmanteau of a “fop” and “manatee” which conjures a mental image of a manatee in waistcoat and monocle, a dandy of the deep, snifter balanced on his overstuffed flipper, remarking “I say, old boy, these dreadful boat propellers are endangering our entire species. Nasty, brutish and short, indeed.”
